Senator Ronald dela Rosa has refiled three bills aiming to reinstate the death penalty for large-scale drug trafficking, mandate Reserve Officers Training Corps (ROTC) in tertiary education, and reform the party-list system.
His death penalty bill targets those involved in trafficking over one kilogram of illegal drugs, proposing lethal injection as the mode of execution.
The mandatory ROTC bill requires all higher education students to complete basic military training, with non-compliance barring graduation and schools facing sanctions for non-implementation.
Meanwhile, the party-list reform bill seeks to disqualify groups involved in violent acts or linked to terrorist organizations from participating in elections.
These proposals, particularly the ROTC mandate, have sparked controversy, with critics suggesting funds might be better spent on military modernization.
