Former Bureau of Customs agent Jimmy Guban testified that the “Davao Mafia,” associated with former President Duterte, was responsible for the killings of Customs and anti-drug agents involved in consolidating control over the drug trade. Guban also mentioned a political plot dubbed “God Save the Queen” and the continued threats to his life, claiming that he had been targeted by hired killers linked to the group. He added that some of his colleagues were also murdered due to their involvement in uncovering illegal activities. Guban also accused Duterte of protecting drug lords, including Michael Yang and Allan Lim.
