The Commission on Audit (COA) flagged the Philippine National Police (PNP) for delays in multiple infrastructure projects, including the P2.59-billion PNP national headquarters building and the Quezon Municipal Police Station.
The COA noted that procurement issues, failed bidings, and non-compliance with the Government Procurement Act have stalled these projects, leaving them uncompleted months past their target dates.
The Northern Police District annex, valued at P26.2 million, has been under construction for over four years and remains unfinished despite contract extensions and imposed liquidated damages.
Other contributing factors to delays included late material deliveries, the impact of Tropical Cyclone Odette, the holiday season, and COVID-19-related manpower shortages.
The PNP has formed a technical working group to review the terms of reference and has started construction on the Quezon Municipal Police Station to address the setbacks.
