Senate President Francis “Chiz” Escudero clarified concerns over alleged irregularities in the General Appropriations Act (GAA), dismissing claims of blank entries as baseless.
He emphasized that only the final enrolled bill, signed by the President, is subject to constitutional scrutiny and governs over bicameral reports.
Escudero highlighted that the Department of Budget and Management cannot release funds for incomplete or erroneous entries in the GAA.
He attributed recent criticisms to political motivations ahead of the election season, urging critics to review established court rulings on budget laws.
Assuring transparency, Escudero reiterated that the budget process adheres to constitutional standards and Supreme Court precedents.
