Atayde emphasized that flooding is a Metro Manila-wide issue requiring a comprehensive, region-wide master plan rather than piecemeal solutions.
He previously filed House Resolution 81, calling for government agencies and local units to collaborate on a unified flood management strategy.
Atayde stressed the importance of holding officials accountable for failed flood control projects to ensure public funds are used effectively.
He also highlighted the economic impact of flooding, noting Metro Manila contributes over 30% of the country’s GDP, and urged treating floods as governance challenges rather than just weather issues.
