The Department of Labor and Employment (DOLE) clarified that the TUPAD program is not just about street sweeping, but also includes work like reforestation, farming, and creek cleaning based on local needs.
DOLE Secretary Bienvenido Laguesma made the statement during a budget hearing, responding to concerns about the program’s true value.
Some lawmakers criticized TUPAD workers for allegedly pretending to work, prompting DOLE to promise penalties and blacklisting for communities involved in such schemes.
DOLE has allocated P11 billion for TUPAD to provide temporary jobs for displaced and disadvantaged workers through community projects.
The department urged stricter enforcement from local officials to prevent abuse and ensure the program’s effectiveness.
