A bill to overhaul the Philippines’ restrictive teacher promotion system has cleared its final legislative hurdle and is awaiting President Marcos Jr.’s signature.
The new law, called the Career Progression System for Public School Teachers and School Leaders Act, aims to replace the current system that relies heavily on waiting for vacancies before promotions.
It introduces two career tracks—Teaching Career Line and School Administration Career Line—with standards-based assessments for merit-based promotions rather than seniority.
The measure addresses the promotion bottleneck caused by strict quotas, where 92% of teachers remain in lower salary grades for an average of 15 years.
The bill also includes safeguards to protect teachers’ benefits and funding provisions to support the system’s implementation.
