SENATE PROBE REVEALS ‘KOTONG’ SYSTEM IN PUBLIC WORKS CONTRACTS

A contractor couple has accused several lawmakers and Department of Public Works and Highways (DPWH) officials of orchestrating a widespread kickback scheme in exchange for public works contracts. 

Pacifico and Cezarah Discaya testified before the Senate Blue Ribbon Committee, alleging that up to 25% of project funds were routinely pocketed by congressmen and DPWH officials since 2016. 

The couple named Speaker Martin Romualdez, Ako Bicol Rep. Zaldy Co, and at least 18 other legislators, along with DPWH officials, as part of the alleged “kotong” system. 

Malacañang cautioned the Discayas against name-dropping without solid evidence, while senators questioned their credibility given their involvement in failed projects like the P30-million Rizal Hall renovation in UP Manila. 

The Discayas said they were willing to turn state witnesses, claiming they were forced into the scheme under threats of project termination or harm.
