The Senate detained special envoy Markus Lacanilao for contempt on April 10 after he allegedly lied about details surrounding the arrest of former president Rodrigo Duterte and his transfer to the International Criminal Court (ICC).
Lacanilao had signed the document for Duterte’s transfer to the ICC and testified that he ensured a smooth handover.
However, senators, including Ronald dela Rosa and Imee Marcos, took issue with his testimony, leading to his detention.
Justice Secretary Jesus Crispin Remulla criticized the Senate for “bullying” Cabinet members during the inquiry, claiming they were being forced to admit lapses.
Former Supreme Court justice Adolfo Azcuna also weighed in, stating that while the ICC’s arrest warrant for Duterte was legal, the surrender procedure violated Philippine law because it bypassed local judicial review.
