Senator Sherwin Gatchalian is considering amendments to the SIM Registration Act in response to the widespread use of SIMs for fraud and scamming.
Proposed changes include limiting the number of SIMs per user and regulating SMS marketing and communications.
Gatchalian emphasized the government’s duty to protect Filipinos from cybercrime and noted that despite the 2022 law, SIMs are still used in illegal activities, particularly in Philippine offshore gaming operations (POGOs).
He highlighted the significant financial losses caused by scams and has requested a Senate investigation into SIM use in illegal POGOs.
Gatchalian also observed a decline in scam text messages following police raids on illegal POGOs but remains concerned about potential clandestine operations.
