Recto emphasized that while the Universal Health Care Act allows for rate adjustments, the specifics are unclear, making congressional action preferable.
He noted that PhilHealth’s current surplus, coupled with high premium rates, warrants a review, and urged the state insurer to improve and simplify its benefits packages rather than hastily spending its resources.
Additionally, Recto highlighted the need to streamline the complex array of case rates covered by PhilHealth to enhance efficiency.
Meanwhile, several groups are challenging the legality of the impounding of PhilHealth funds for congressional projects, seeking judicial intervention.
