President Ferdinand Marcos Jr. has ordered the release of PHP44.17 billion to accelerate the Metro Manila Subway Project Phase I and the North-South Commuter Railway System, with funds approved by Rolando Toledo through two Special Allotment Release Orders on March 23 to cover critical loan requirements and keep construction on schedule.
Around PHP21.28 billion will fund projects financed by the Japan International Cooperation Agency, while PHP22.88 billion will support the North-South Commuter Railway under an Asian Development Bank loan.
The funds come from unprogrammed appropriations under the 2026 General Appropriations Act to ensure the smooth implementation of foreign-assisted infrastructure projects.
Officials said the subway and railway projects will reduce travel time, decongest key corridors, and provide safer, more efficient transportation for millions of commuters, turning long-awaited infrastructure investments into tangible benefits.
