MARCOS SIGNS LAW INTRODUCING CHANGES TO MINING TAXATION

President Marcos signed into law Republic Act 12253, the Enhanced Fiscal Regime for Large-Scale Metallic Mining Act, which aims to simplify the mining tax system while ensuring a fairer government share and stronger environmental safeguards.

The law introduces a tiered royalty and windfall tax system, enhances transparency through stricter monitoring and auditing, and improves revenue distribution to local governments. 

Mining groups welcomed the reform, emphasizing the importance of consistent rules and fiscal stability to attract investors amid rising global demand for critical minerals.

Marcos highlighted that the law prevents mining contractors from offsetting profits with losses across projects, promoting accountability and fairness.

The reform is expected to generate over P25 billion in revenues between 2026 and 2029 and support sustainable mining practices and local community benefits.
