President Ferdinand Marcos Jr. and leaders of Congress have agreed on 44 priority measures under the Common Legislative Agenda (CLA) of the 20th Congress, focusing on agriculture, social protection, governance, energy, environment, and the digital economy.
The agenda, finalized during the LEDAC meeting in Malacañang, includes amendments to the Rice Tariffication Law, the Pantawid Pamilyang Pilipino Program, and the Universal Health Care Act, as well as new bills on water resources, waste-to-energy, cybersecurity, and disaster risk financing.
Reforms also highlight support for farmers and fisherfolk, expanded access to healthcare and education, and stronger environmental safeguards to promote resilience against climate change.
Governance measures such as tax amnesties, the Right to Information Act, and civil service accountability requirements aim to modernize institutions and promote transparency.
Marcos stressed that amendments to the Local Government Code and Rice Tariffication Law should be prioritized to strengthen agricultural competitiveness and improve government efficiency.
