Senator Panfilo Lacson clarified that parents who abuse, neglect, or abandon their children are excluded from the proposed Parents Welfare Act of 2025 (SB 396).
The bill aims to support elderly, sick, or permanently incapacitated parents by providing services such as “Old Age Homes” in every province and highly urbanized cities.
Lacson addressed misconceptions by emphasizing that children have no legal obligation to support parents found guilty of abuse or neglect.
Under the bill, courts can dismiss or reduce support petitions if the parent has mistreated their child.
The measure also exempts children who lack the financial means to support their parents.
