ICI PROBES NEGLIGENCE IN CEBU FLOOD PROJECTS AFTER TYPHOON TINO DEATHS

The Independent Commission for Infrastructure (ICI) is investigating government officials and contractors over alleged negligence in Cebu’s failed flood control projects, which worsened the devastation from Typhoon Tino. 

Inspectors found that several structures across Cebu City, Mandaue, Talisay, Liloan, and Compostela deviated from the national river-basin master plan, with DPWH-7 reportedly prioritizing revetments over key vertical structures meant to manage water flow. 

Lead investigator Rodolfo Azurin Jr. said lapses in planning and construction may warrant administrative and criminal charges, especially as the flawed projects contributed to heavy fatalities—37 deaths in Liloan and 31 in Compostela. 

The inquiry also covers technical compliance, contractor liability, and insurance coverage, with engineers examining whether standards on cement strength and steel grade were violated. 

Cebu’s probe forms part of a nationwide investigation ordered by President Marcos, as Typhoon Tino’s death toll has reached 224 nationwide.
