Police Col. Lito Patay’s recent appointment as Davao City’s police chief has raised concerns among victims of the previous administration’s war on drugs, particularly as arrest warrants are anticipated against former president Rodrigo Duterte and others involved in the deadly campaign.
ICC Assistant to Counsel Kristina Conti expressed worry over Patay’s appointment, noting his significant role in the drug war and the high number of killings recorded under his leadership in Quezon City.
Despite being cleared of an administrative charge related to a minor’s death in 2016, Patay’s appointment is seen as problematic by those seeking justice for drug war victims.
Conti mentioned that while Patay’s name has been repeatedly cited in ICC submissions, they will review their next steps regarding his appointment.
She also noted that the ICC is likely to issue arrest warrants for those deemed most responsible within the year, though enforcing these warrants remains challenging.
