Marikina Mayor Marcelino Teodoro and other city officials are facing criminal and administrative complaints over alleged procurement irregularities during the COVID-19 pandemic.
Businessman Rico Mariano accused Teodoro and his wife, Rep. Marjorie Teodoro, of corruption and malversation of public funds in a 53-page complaint filed with the Ombudsman.
Mariano claimed that his firm was used as a front supplier for the city, with contracts awarded to other suppliers, while he was instructed to sign dummy contracts and receive payments for undelivered goods.
He further alleged that he was told to withdraw funds from the city’s payments and remit a portion back in exchange for a kickback.
Mariano’s bank records show deposits totaling P26.75 million from the Marikina government, and he has requested the Ombudsman to suspend the officials to prevent tampering with the case.
