Duterte offered prayers for victims of recent calamities, emphasizing the government’s role in providing strength and recovery during crises.
Arroyo highlighted the unique power of Philippine vice presidents, noting their separate election from the president gives them a direct mandate from the people.
She added that this mandate ensures a smooth succession of power and reinforces the vice president’s constitutional importance in Philippine democracy.
