Former Public Works undersecretary Roberto Bernardo testified before the Sandiganbayan Sixth Division that he received a total of P130 million from fugitive ex-congressman Zaldy Co between 2023 and 2025 as a “balato” or token of gratitude for facilitating anomalous flood control projects.
Bernardo detailed that the funds came from former DPWH district engineer Henry Alcantara and the driver of ex-regional director Gerald Pacanan, all tied to a P289-million flood control project in Naujan, Oriental Mindoro.
The Commission on Audit had flagged the project for “serious structural deficiencies” and failure to meet specifications.
Co remains a fugitive after failing to return to the Philippines in December 2025, while nine former DPWH officials and five Sunwest company executives are also facing trial.
Bernardo and Alcantara are now testifying as state witnesses under the Witness Protection Program and have returned the money to the government.
