The Alliance of Concerned Teachers protested against the Department of Education’s (DepEd) implementation of the suspended Results-Based Performance Management System (RBPMS) and Performance-Based Incentive (PBI) schemes.
Despite being suspended by Executive Order No. 61, which aims to streamline government performance systems, teachers are still being asked to submit non-mandated documents.
Ruby Bernardo, president of the ACT-NCR Union, criticized these demands as unjust and burdensome, adding that they contribute to stress and inequity among educators.
The group condemned the efficiency-driven, foreign-influenced frameworks for prioritizing austerity over employee welfare.
They urged DepEd to respect the executive order, ensure fair bonus distribution, and consult stakeholders on performance evaluation and incentive systems.
