The Department of Social Welfare and Development (DSWD) launched the Harmonized Electronic License and Permit System (HELPS), a digital platform aimed at simplifying and speeding up regulatory services for social welfare organizations. The new online system allows clients to complete applications for registration, licensing, and accreditation in just 20 minutes and receive their certificates within 14 days, compared to the previous process that took up to six months. The HELPS portal reduces the steps from 49 to just 12 and cuts down the documentary requirements from 50 to 11. Additionally, the platform enables individuals and organizations to apply for duty-exempt importation certification, streamlining operations for non-governmental organizations. Despite the shift to digital, the DSWD will continue in-person visits to ensure compliance.
