Retired police colonel Royina Garma will serve as a prosecution witness in the International Criminal Court’s (ICC) crimes against humanity case against former president Rodrigo Duterte, Justice Secretary Jesus Crispin Remulla confirmed.
Garma reportedly met ICC representatives in Malaysia to prepare for her testimony, which could be presented during the confirmation of charges hearing in The Hague.
Remulla said her testimony is vital since she is the highest-ranking police officer willing to narrate details of the drug war, including the “Davao model” reward system for killings.
The Department of Justice allowed Garma to meet ICC officials abroad for her safety, citing potential threats to her life if she remained in the Philippines.
Meanwhile, the ICC has postponed Duterte’s confirmation of charges hearing, originally set for September 23, pending a ruling on his legal team’s request to indefinitely adjourn proceedings, claiming he is unfit to stand trial.
