DOH: ZERO-BALANCE BILLING APPLIES ONLY TO 87 PUBLIC HOSPITALS FOR NOW

The Department of Health clarified that the “No Balance Billing” policy currently applies only to 87 DOH-operated hospitals and not to government-owned and controlled corporations (GOCC) hospitals like the Philippine Heart Center and Lung Center. 

DOH Assistant Secretary Albert Domingo explained that GOCC hospitals may be included later, but the initial rollout prioritizes DOH-run facilities offering free basic ward accommodations, many of which are now air-conditioned. 

Health Secretary Ted Herbosa assured the public that essential services like ultrasound are available and that the government is increasing the operating budget for these hospitals. 

PhilHealth added that while the zero-balance policy once covered only indigents, it now includes any patient under basic accommodation in DOH hospitals. 

Meanwhile, the DOH also expressed full support for President Marcos’ push for healthier public spaces to promote active lifestyles among Filipinos.
