A complaint has been filed before the Office of the Ombudsman against Teodoro Herbosa and three other officials from the Department of Health over alleged bid rigging in the procurement of mobile primary care facilities worth P1.8 billion.
The complainants, identifying themselves as concerned DOH employees, accused Herbosa, Undersecretary Glen Matthew Baggao, Brigida Romualdez-Aquino and Allan Tope of conspiracy and violations of the New Government Procurement Act.
They claimed the officials manipulated the project’s terms of reference to favor certain specifications in the planned purchase of 150 units.
The complaint also cited reports that only about 25 percent of previously distributed mobile primary care facilities in several provinces were functioning properly.
The group asked the Ombudsman to investigate the officials and place them under preventive suspension while the probe is ongoing.
