Contractor Sarah Discaya surrendered to the National Bureau of Investigation even before an arrest warrant was issued, following President Marcos’ announcement that the order was expected this week in relation to alleged flood control project anomalies.
Her lawyer denied claims she attempted to flee and insisted the Discayas have cooperated, though their bid for state witness status was rejected due to their level of involvement.
Discaya and her husband face malversation and graft complaints over a ₱96-million ghost project in Davao Occidental, with her husband currently detained in the Senate for contempt.
Their counsel claims the couple was forced to give kickbacks and is now under financial strain after their accounts were frozen.
The PNP said it is prepared to arrest Discaya once a warrant is issued.
