DEPED TACKLES TEXTBOOK ACCESSIBILITY AMID PUBLISHER SHORTAGE

The Department of Education (DepEd) faces ongoing challenges in ensuring timely textbook delivery, despite streamlining procurement processes.

A Senate-backed report by the Second Congressional Commission on Education (Edcom 2) highlighted a concentration of publishers, with only 10 out of 328 winning all 60 lots in recent bids, limiting broader participation.

The report also noted a lack of publishers in the Visayas and Mindanao, forcing DepEd to rely on long, complex logistics chains across islands.

Weak warehousing, fragmented delivery systems, and delayed budgets further slow distribution, leaving classrooms without books when needed.

Edcom recommended supporting regional publishers, allowing smaller bid lots, and implementing a two-year planning runway to ensure textbooks reach students on time.
