The Commission on Elections (Comelec) has issued a resolution requiring all entities conducting election surveys to register with its Political Finance and Affairs Department.
Only pre-registered entities will be authorized to conduct surveys and publicly release results, with survey firms given 15 days to comply.
Candidates and political parties commissioning surveys must also disclose costs in their Statement of Contributions and Expenditures.
The Comelec will enforce mandatory disclosure of survey sponsors and results before publication, with penalties for non-compliance.
Additionally, the commission will establish a verification system to authenticate survey results and prevent the spread of fraudulent information.
