The Supreme Court has been urged to lift its August 30, 2022, temporary restraining order (TRO) that halted the no-contact apprehension policy (NCAP) for traffic violations in Metro Manila.
Solicitor General Menardo Guevarra, representing the Land Transportation Office (LTO), argued that the TRO has led to a surge in traffic violations and accidents, with recorded infractions increasing nearly fourfold since the NCAP was suspended.
Guevarra emphasized that the NCAP is a crucial deterrent against traffic violations and highlighted the difficulties traffic authorities face without it.
The NCAP’s suspension also complicates the implementation of the single-ticketing system and other traffic management improvements.
The Supreme Court had previously issued the TRO in response to petitions challenging the NCAP’s constitutionality and procedural aspects.
