Former Executive Secretary Lucas Bersamin denied any involvement in the alleged P8.3 billion “allocable” funds linked to the Department of Public Works and Highways (DPWH) 2025 budget.
He expressed outrage over insinuations that the initials “ES” in the so-called Cabral Files referred to him.
Bersamin said he never requested, approved, or authorized any DPWH project or budget allocation and called for thorough investigations into the files to identify the real culprits.
He expressed willingness to cooperate with any legislative, administrative, or judicial probe regarding the matter.
Palace officials also emphasized that investigations should continue against anyone involved, including Cabinet members, and those responsible must be held accountable.
