The International Criminal Court (ICC) Office of the Prosecutor has asked Pre-Trial Chamber I to deny former President Rodrigo Duterte’s urgent request for interim release, citing flight risk and potential obstruction of justice.
In a 15-page redacted response, prosecutors highlighted Duterte’s past refusal to recognize the ICC, his threats against Court personnel, and his claims that his transfer to The Hague was a “kidnapping.”
They also pointed to his political influence in the Philippines, which could pose risks to witnesses and hinder proceedings.
Arguments citing Duterte’s health were rejected as insufficient grounds for release, and proposed conditions for third-country hosting were deemed unreliable.
Duterte faces charges of crimes against humanity over his anti-drug campaign, with a confirmation hearing scheduled for September 23, 2025.
